SymptomsWhen you use a CPU capable of power saving modes you may notice that viewing TV stutters.
CauseSome motherboards may cause stuttering on Live TV with CPUs with power management such as Intel Pentium-M (part of Centrino), Intel Pentium III with SpeedStep, AMD Mobile Athlon-4, AMD Mobile Athlon XP, AMD Athlon 64. In some cases a BIOS update for the motherboard may help.
In some cases it may not be the speed switches themselves, but the change in fan speed which may introduce electrical noise across the motherboard.
ResolutionTry disabling any "Smart Fan" type fan speed controls in your motherboard BIOS. Set Windows Power Properties to use the Always On scheme.
